Ah, yes, leaky journals in friction bearing trucks and a sticking brake. Hope this was reported and the train stopped safely.

Called that a hotbox when I was a kid. Signled to the crew by holding your nose like something smelled with one hand and pointing to the traqcks with the other.

Well, the notification sign as stated by Ellis, is correct, but the BOX that would be hot would be the square box holding the end of the axle. That fire is the oily debris on the outer edge of the tread, probably, as BandA Fan & Brian's title says, from a sticking break. So, while the wheel is getting hot enough to fail, it has a way to go until catastrophic failure. The oily build-up on the Wheel (inside of the tread) has not started burning yet.
